The mission of the Pennsylvania Doula Commission is to promote equitable access to doula services through workforce development for the doula profession, while facilitating childbirth with dignity, improving perinatal health outcomes, and eliminating barriers by reducing healthcare disparities.

Equitable Access
We work to ensure every family in Pennsylvania — regardless of income, race, or geography — can access the support of a trained doula during one of life's most important moments.
Workforce Development
We support the growth and professionalization of the doula workforce through credentialing pathways, training resources, and financial assistance for the Certified Perinatal Doula credential.
Childbirth with Dignity
We advocate for policies and practices that honor the autonomy and dignity of birthing people, centering their voices in decisions about their own care.
Improved Health Outcomes
Research consistently shows that doula support reduces cesarean rates, preterm births, and maternal mortality. We champion evidence-based policies that put doulas at the center of perinatal care.
Eliminating Disparities
Pregnancy-associated mortality is two times greater for non-Hispanic Black Pennsylvanians than non-Hispanic white Pennsylvanians. We are committed to closing this gap through advocacy, education, and community-centered programs.
Policy Advocacy
From Medicaid reimbursement to the Doula Equity Program, we engage with legislators, state agencies, and healthcare systems to build a policy landscape that supports doulas and the families they serve.
